Responsibilities

Program Manager Job Description

The job of the Program Manager (PM) is to plan, budget, supervise, and document all aspects of assigned projects. The PM will work closely with upper management to make sure that the scope and direction of each project/Task Order is on schedule, as well as engage with other organizational elements for support. The PM will supervise members of one or more project teams, and engage as necessary with representatives from one or more client organizations and other stakeholders.

 

Core competency is the ability to manage and direct comprehensive technical analyses, identifying key and critical nodes in foreign national, regional and global infrastructure systems. Ability to build strategic partnerships across a broad spectrum of subject matter experts and companies with unique insight into infrastructure systems. Research will cover strategic partnership assessments and development, analysis and methodology development, prototype development and evaluation, software evaluations and competition business intelligence feasibility studies.

 

Main Job Tasks and Responsibilities

  • Communicate effectively with both the client and the project team to achieve a shared understanding of project objectives, tasks, planned deliverables, and other expectations
  • Based on client input, develop a detailed research plan for each task order (TO) and task item (TI)
  • Lead the planning and implementation of each project
  • Define project tasks
  • Identify resource requirements
  • Assemble and coordinate project staff
  • Manage and monitor the budget for each assigned project
  • Ensure project milestones are achieved
  • Review, perform quality control on, submit, and document the delivery of project deliverables
  • Provide direction and support to project team
  • Continually monitor and report on the progress of the project to all stakeholders
  • Ensure periodic reports on the progress and financial state of each project are prepared and submitted on time
  • Recommend and conduct project changes and interventions to ensure client objectives are met
  • Prepare after action reports and other documents assessing the results of individual projects and providing recommendations for the future
  • Local travel to customer locations 1-3 times a month.

Qualifications

Basic Qualifciations: 

  • Bachelor's degree
  • 3+ years of experience in project management
  • 5+ years of experience within the Intelligence and/or Defense Communities
  • Experience interacting with and ensuring subcontractor success
  • Active TS/SCI security clearance required

Preferred Qualifications:

  • Certification as a project management professional (PMP)
  • Master’s degree
  • At least five years’ experience in intelligence collection (methodology and tradecraft) or analysis
  • Experience in supply chain analysis
  • Experience managing all aspects of IDIQ Task Orders (schedules, finances, customer relationships, personnel, subcontract support, capture management)
