    Responsibilities

    Scope of Work

    Provide IT Governance and Strategy Support to the DIS Program Management Office (PMO)

    The candidate will work closely with the leads of these PMO functions to develop the required deliverables.

     

    Responsibilities:

    • Support an ongoing effort to refresh NSF’s IT Governance model and associated processes to align with new requirements and maximize alignment with CPIC requirements.
    • Develop a Governance Framework for lifecycle management of investments through initiation, planning, acquisition, and execution and for compliance with laws, regulations, and policies related to Security, Privacy, Acquisition, Enterprise Architecture (EA), etc.
    • Develop a Capital Planning and Investment Control (CPIC) guide that details the requirements and processes for the new IT Governance model.
    • Support the execution roll out and execution of the IT Governance model to ensure successful IT Investment reviews and reporting to the Office of Management and Budget (Federal IT Dashboard submissions, TechStats, PortfolioStats, and Budget Exhibit 300 / Budget Exhibit 53 reviews).
    • Develop strategic and implementation plans to ensure compliance with the Federal Information Technology Acquisition Reform Act (FITARA)
    • Support the preparation for the meetings of the IT Governance boards. This includes the development of presentations and briefings to executive audiences.
    • Develop white papers, reports, memos, information papers, decision papers, process flows, guides,as needed to support the IT Strategy and Governance functional area.
    • Translate complex IT concepts into plain language and communicate those concepts to a variety of audiences.
    • Accurately interpret policy requirements.
    • Support and engage with oversight bodies (OMB, GAO, and IG) for eGovernment data calls such as Integrated Data Collections, Budget Data Requests, Benchmarking initiatives, and general inquiries.
    • Produce (under Federal direction) policy documents, position papers, and strategic plans related to Federal IT and e-government activities and priorities.
    • Conduct benchmarking and industry best practices research.

     

    Qualifications

    Requirements:

    • Bachelor’s degree in a related field preferred, or equivalent combination of education and experience.  Master’s degree in a related field is a plus
    • 7+ years of experience in the development of the following types of deliverables;
      • CPIC Guide and processes
      • Strategic Plans
      • Implementation Plans and Roadmaps
      • Responses to E-Gov external inquiries
      • Presentations tailored to various audiences
      • Research of industry best practices, white papers and strategic plans

    Required Skills:

    • Solid understanding of the IT Governance functional area and its associated policies, requirements and regulations
    • Excellent writing skills and presentation development skills and techniques
    • Excellent communication skills
    • Ability to use various formats and mediums creatively to ensure effective communication with all stakeholders
    • Solid understanding of Integrated Data Collection (IDC) guidelines and experience the corresponding submissions to OMB.
    • Proficiency at translating complex IT concepts into plain language and communicating those concepts to a variety of audiences both in writing and orally
    • Ability to synthesize information into comprehensive reports, recommendations, and presentations at a level appropriate for executives and senior managers
    • Experience compiling research from a variety of sources (such as best practices from other government agencies, Gartner, Forrester, industry best practices, etc.) and preparing a recommendation based on that research
    • Resourcefulness and ability to work independently after receiving initial guidance from Federal staff
    • Familiarity with the Federal budgeting process and current Administration priorities and initiatives, specifically those pertaining to IT, eGovernment, and Budget
    • Familiarity with Federal IT and e-government requirements (e.g., OMB circulars and memoranda, legislation and Congressional drivers, GAO reporting)
    • Ability to interact professionally with a diverse group including executives, managers, developers, and subject matter experts
