    Responsibilities

    Job Description:

     

    The Deputy Program Manager reports to the Program Manager and acts as the overall manager and administrator for various projects. They serve as the secondary interface and point of contact with the government project authorities and representatives on technical and project issues. They will be responsible for leading and managing a team of software developers for technology modernization effort at a federal government agency. The candidate will be responsible for all deliverables related to the project, and will work with the project team to develop a plan and schedule.  They will successfully manage architecture, design, development, deployment, and support of agency’s enterprise portal systems. Possess knowledge and experience of both waterfall and agile methodologies. They also assist in the establishment and creation of technical and financial reports to show progress to corporate management and clients; maintains client contacts to ensure conformity to all contractual obligations; and ensures the development, maintenance, and implementation of project/work order management plans/documents which guide the performance of all functional activities is performed.

     

     

    Qualifications

    Required Skills/Experience: 

    • Bachelor’s degree in an IT/Business administration field.
    • 5 - 12 years of successful project management experience which includes 3-5 years of managing federal government projects or comparable experience.
    • Demonstrated experience with project management principles and practices.
    • Demonstrated experience with quality management tools and methodologies such as CMMI, PMI, and ISO9001.
    • Demonstrated knowledge of government acquisition and contract process, terms and concepts.
    • Strong personal, technical and oral and written communication skills.
    • Must be a team player with ability to work collaboratively with a variety of departments.
    • Must be a self-starter with a results-oriented and proactive work approach.
    • 8+ years’ experience in a programming using Java, .Net and SOA Technologies
    • 8+ years’ experience in leading successful Information Technology projects.
    • Possesses demonstrated work experience with Oracle relational database management system and ensures project teams are effectively employing appropriate database design techniques
    • 5+ years’ of demonstrated experience in providing technical direction for the development, design, and systems integration across an agency from definition phase through implementation.
    • 5+ years’ experience in the development and/or evaluation of enterprise architectures and associated interfaces. Identifies reusable code required for our code library and ensures the high-quality creation of the code. Oversee quality assurance processes to ensure successful business solutions.
    • 5+ years’ experience interacting with the Business staff, IT staff and Senior Management within the organization

    Desired Skills:

    • Oracle fusion middleware, Webcenter Portal experience
    • Azure/AWS cloud computing experience
